Juan,
I have a tip (heh, heh, couldn't RESIST that). Have your operators clean the
point at which the tip makes contact with the heating mechanism. Carbon
builds up there, and you then have a resistance. The resistance is what
causes the voltage buildup on the tip (and also a drop in temperature).
Every day, the operator should break out the tip, clean it, and replace it.
Once cleaned, you will measure less than 1 ohm between the tip and the
ground plug on the cord. If you get the resistance to less than 1 ohm, the
voltage at the tip should not be measurable for most solder irons. And yes,
even the Metcal-type solder pencils have this problem.

soldering iron tip should be absolutely silent, electrically spoken. We
would NEVER accept 2 Volts! If correctly connected to ground, the DC ought
to be zero Volts, and the noise something like your 2 mV RMS. I don't know
what the maximum ac level is, but 100 mV seems to be acceptable. When you
near 300 mV, some gates could change state, which is not accepable.

Appendix A, # f of J-STD-001C said "Tip transient voltages generated by
soldering equipment should not exceed 2V peak". My question is: How do you
verify this?

We have a soldering iron tester that met the old MIL-STD-2000A requirements.
That is, we can measure the tip to ground voltage (2 mV RMS
max.)
