Libros en el estante, guitarra en el rincon, hacen ningun son. Likewise, a
soldering iron tip should be absolutely silent, electrically spoken. We
would NEVER accept 2 Volts! If correctly connected to ground, the DC ought
to be zero Volts, and the noise something like your 2 mV RMS. I don't know
what the maximum ac level is, but 100 mV seems to be acceptable. When you
near 300 mV, some gates could change state, which is not accepable.

Appendix A, # f of J-STD-001C said "Tip transient voltages generated by
soldering equipment should not exceed 2V peak". My question is: How do you
verify this?

We have a soldering iron tester that met the old MIL-STD-2000A
requirements. That is, we can measure the tip to ground voltage (2 mV RMS
max.)
