I am curious where that is documented? I am aware DSCC has a 'preference'
but fir it actually be "not allowed" would mean 100's of drawings being
noncompliant. That seems unlikely.
Also, the supplier (board shop) would need to be qualified to MIL-PRF-31032
'before' they could build to the same specification, it is not a customer
driven transition.
Interestingly enough many companies are transitioning from 55110 to IPC 6012
instead of 31032.

Calling out a revision level of any military specification on a drawing is
not allowed by the DoD drawing requirements. Also, folks should ask their
customers to allow them to transition to MIL-PRF-31032 in lieu of 55110.

Mil-P-55110c can be built to and DESC does support this Rev and all
subsequent revisions until it was superseded by Mil-PRF-31032. Any
Revision call out is frowned on by DESC but not outlawed. Generally IPC
specs are more frequently specified but as a Mil-PRF-31032 certified
manufacturer I tend to lean towards the Mil spec. (which references many
IPC specs).
Unlike 55110, Mil-31032 requires manufacturers to build and submit for
testing the highest technology build they want to be certified for. The
is what differentiates it from the old 55110 and IPC 6012.
To certify to IPC one just needs to build what is ordered and then test
and retain. For 55110 one builds a 10 lyr qualification sample and then
can build and test and retain. This 10 lyr sample opens the manufacturer
up to build ANY 55110 technology.
With 31032 one must submit a qualification test vehicle with the amount
of layer and technology that represents the highest technology desired.
So if one submits a 10 layer than that is the technology they are
certified to.

Long, long time no see. Trust all is well.
I love the term "What does the Contract say?" If your Customer is
calling out 55110, then shame on them for calling out a revision. Part
requirements CAN'T call out rev: MIL-101. [Approach politely] You can
actually go to them on that with full up DESC support. I do full up
55110, 31032 and or 6012; no problem. The MIL versions are more work
relative to reporting -globally, not part number specific. We continue
to submit monthly most challenging builds for 55110 and continually
update 31032 (more than monthly) to ensure compliance to letter of the
law (literally). The 6012 Customers with failsafe environments get the
same product; actually more stringent... especially the Class 3 and the
Class 3A.
As a Consumer that owns a half dozen computers and family in the Armed
Services, all the specs are great.
Yes, I would vote to see 55110 (and 50884) go away; however they DO have
their place. The time to argue part compliance to appropriate
specification is before parts are in hand. I trust the other fellow is
back from vacation and the issue is at his feet.
The MIL-PRF-55110 and the MIL-PRF-3102 and IPC-6012 are all alive well;
I love these gosh darn PCBs... or is that pwbs.

Our PWB expert is out on vacation, and I'm being drawn
into a discussion with a customer about 55110C.
We've moved to 6011/6012 for rigid boards, but I'm not sure
exactly how we've documented or justified this change.
My understanding is that the Mil spec has changed
into a PRF, currently at Rev. G, and it's a practical
impossibility to comply with 55110C because DSCC has
gotten out of the business of administering the requirements.
It would be great if I could show the customer a cancellation
notice for 55110 that points to the IPC specs, but I can't
seem to find one.
Can anyone illuminate the trail please?
