Let me shed a little light on the subject. He was not qualified, as he
was not yet certified to be a Site ESD Coordinator by either ESD/EOS
Standard 20.20-1999 nor MIL-STD-1686C! ;-)

I haven't referenced them for quite some time, but the EOS/ESD
Association (esda dot org) used to have a lot of available, and helpful
publications. I'm not sure of the difference between the pricing for
non-members vs. members, but it may be a place to start.
