True, possibly with two exceptions.
SnBi finish may be a problem, depending on the amount
of bismuth. I've seen some studies showing up to
6% Bi in the bulk solder should be OK. There may
additional caveats for Kovar or Alloy 42 leads.
And if you consider BGA balls to be a finish, there are
other things to consider.
