Any reputable & sound fabrication shop runs ALL the gerber data thru
their VALOR tool ( industry standard ) which flags all sorts of
problems, including this silkscreen on pads issue. Some will just fix it
and not tell you. Others will & let you know about it.

But any fab shop which just prints the gerber data blindly, should not
be one you deal with. Many of them now provide Value Added Service, like
none other, so they will NOT allow garbage like this to go onto their
finished PCB's.

Yes, there are all sorts of fabricators out there, but why do work with
any who isn't reputable & top notch. How much do you really save?

Many CAD systems have issues with effective reference clipping and I
would estimate more than 1/2 of our clients have the no-silk rule in
either the drawing or a PCB fab spec specification.  We can perform the
clipping more efficiently than most CAD systems and any issues
encountered can be spun back to the designers for verification.

        If the customer had silk on the pads in the art work and a
manufacturing note stating, "There shall be no silk screen on exposed
copper", then bare board supplier needs to take responsibility for the
problem. The bare board supplier should have contacted the customer and
said there is a problem, the art work doesn't match the fabrication
notes. That's why fabrication notes need to follow the art work to help
flag the inconsistencies or errors that tend to slip through the cracks.
Lets say the board was produced some place else and the old board
supplier caught it fixed it and didn't say a word, never happens right?
The customer would have never known that there was a problem, how do you
fix a problem you don't know exists?
