Hey Jeff!

That's a good point.

Conventionally, CM1 would submit check prints of their panel/drill art for
our approval.  At that point, CM1 would mark up my panel layout as well, and
I could rev it to add the tooling holes and other features they need
changed.

So if the job ends up built by CM[2...n], a waiver is all they need and
there is that much less NRE (as well as less missed detail) switching over
from CM1 to CM2[...n] to get this job going.

    It depends on the actual supply chain but if the tooling specifics
are left open
    then assembly jigs and test fixtures will have to wait until the
first article makes
    an appearance.  Subsequent orders at another fabricator may require
revisiting
    all this as well.

    Best to lock in these details (as well as panel fiducials) so they
are stable.  We
    normally supply panel art/drill if there are any features someone
will care
    about.  Then if a 2nd CM decides they'd rather use a different
tooling hole it
    is just a waiver rather than a potentially missed detail.
