He actually submitted the first exemption request for lead in solders to
the
commission/TAC on the grounds of increased environmental damage by
replacing
lead in solders in 2004 on the first round of exemptions, it was turned
down
out of hand!

I have just come across a very clever - if somewhat tongue in cheek -
forecast of developments with RoHS and other environmental legislation.
Titled "What comes after RoHS," it is a presentation he made last month
to the Technology Futures Conference in Melbourne. The author, Roland
Sommer, is the managing director of RoHS and WEEE Specialists
(International) Ltd in New Zealand.

Among the slides in Mr. Sommer's presentation are imaginary news items
appearing in the International Press, New Zealand edition, from dates in
the future relating to RoHS enforcement. The first "crystal ball"
article, dated May 2007 and headlined "Irish Government Fines XYZ Corp
EUR15M," begins

XYZ corporation was fined EUR15M for contravening RoHS regulations in
Cork district court yesterday. The CEO, Sam Coleridge was jailed for 10
years for what the judge called flagrant disregard for the RoHS
regulations. XYZ Corp based in Basingstoke UK were said to be gutted by
the ruling. Spokesperson Neb Johnson stated that an appeal was already
underway and that they had spoken to top legal firm Bob Herrick and
Partners with a view...

The final article, dated July 2010, is headlined "EuP Directive
Overturns RoHS." His predicted basis for the reversal is recognition by
the European Parliament that SAC is worse for the environment than
tin-lead.

Mr. Sommer concludes his presentation with some very "green" sentiments
and predictions (such as "Corporate Social Responsibility Becomes a
Major Influence on Stock Market Value") that strike me as somewhat at
variance with his prediction of the overturn of RoHS. Were events to
lead to RoHS being overturned, wouldn't there also be a significant loss
of credibility and influence by the environmental activist organizations
that promoted it, and a difficulty in getting the rest of their agenda
accepted and enacted?

We will have to wait to see how accurate his forecast is, but the
presentation is certainly thought-provoking, and it is obvious that he
has been doing a lot of thinking. It can be seen at
