 Does anyone know of any circuit board shops that still does Singulation
dies for PCB's....   

This may be called several different things by now....  One of which is
"Punch and Return".  This is where the circuit board vendor creates a
punch which exactly matches the board outline and then the board is
punched out of the panel and then at the same instant it is pushed back
into the panel.
