Officially...yes an IPC-A-610 certified inspector can inspect rework and repairs that were performed in accordance with IPC-7711 and 7721. However, experience dictates....not all inspectors are equal in terms of proficiency/ skill level, and defect discrimination. 
Suggestions / Approaches:

*	
        If the inspector is inexperienced, allow inspector to review rework or repair method/procedure prior to inspection to become familiar with the process parameters.  
*	
        Implement peer inspection by another qualified/ certified rework and repair technician as a preliminary unofficial inspection/review.
*	
        Perform process verification by allowing inspector / rework & repair technician / or other qualified individual to witness process.

True! Repairs only restore functionality. A product that successfully undergoes repair doesn't meet the original requirement. Prospective repairs should always have customer approval prior to repair (MRB). I remember that from my old DCAS days.

If one is IPC certified per IPC-A-610 to inspect electronic assemblies,
is one thereby recognized as competent to inspect reworked, repaired or
modified electronic assemblies (Ref: IPC-7711, IPD-7721).

Or is special inspection training required for this per IPC?

I don't know if I have asked the question properly but I would be
interested in any comments.
