To be IPC-A-610 certified, part of the training is solder joint
evaluation.  It does not specify only the original solder joint,  It
speaks of acceptability of solder joints, so this should allow a person to
be competent as to their electronic knowledge.  It sounds like the person
is being required to examine trace repair / reword also, this being the
case some technical experience would also be required, ie multimeters,
etc.

Only my 1/2 cent.

If one is IPC certified per IPC-A-610 to inspect electronic assemblies,
is one thereby recognized as competent to inspect reworked, repaired or
modified electronic assemblies (Ref: IPC-7711, IPD-7721).

Or is special inspection training required for this per IPC?

I don't know if I have asked the question properly but I would be
interested in any comments.
