Ref Relative Humidity---impossible to exceed 100% and quite possible to
reach 100% since RH is always calculated from what's possible.  By
definition, therefore, you cannot exceed 100% because if you did the new
vapor content would become ipso facto  "100%".

Dew point is no better at expressing humidity since dewpoint and RH are
linked together---if you know one you can determine  the other by reference
to a chart. The relationship never varies.
