Just for the record, Silicon Valley Toxics Coalition and another
organization (Greenpeace, I think) visited unregulated third-world
electronics recycling activities a couple of years ago and took a lot of
"ain't it awful?" photos. They did not choose to test the blood (or
maybe they did test and chose not to report) of anyone involved for
levels of heavy metals. 

As you know, heavy metal in recycled electronic products does not result
in heavy metal in recycler unless a mechanism has been identified to get
it there. The vapor pressure of Pb in molten solder is too low for
inhalation to be a concern. What transfer mechanism do you have in mind?
