No the plating is not a homogenous part of the item. The plating has to
be considered in its own right. Welcome to RoHS.
To be considered homogeneous, a substance must be evenly distributed
throughout the mass of the host.

I have a quick question....
If a piece of copper is nickel plated, is the nickel plating considered
a
homogenous part? There are traces of cadmium in the nickel plating so
would the requirement be 0.01% of the weight of the nickel plating or
the
nickel plated copper part?
