Hi Pete,
You are taking an entirely too legalistic view of reliability assurance.
The purpose of coupons is to be representative of the whole panel, and
subject them to destructive tests to find any possible problems in the panel by
proxy. Thus, to assure reliability of the PCBs within the panel, the coupons need
to meet the requirements as well. Thus, any discovered problems on coupons are
harbinger of the same problem for the PCBs.
