No comment about the finish, but you might recommend he use Bellville
washers on the bolt asseblies.

I have a customer (we are a fabricator) asking the following question;
"..we are looking at making a board that is intended to be bolted to some
batteries through 6mm and 8mm nuts and bolts. I was wondering if you have
any recommendations on what sort of plating should be on the pads these nuts
are going to screw down onto? The batteries are fairly heavy and the
apparatus may be subject to some vibration and shock. Thanks for your
insight."
I am thinking HASL has been used for years in similar applications but does
anyone have any experience or are there any studies on the matter?
