                My thinking is that hotter air can hold more vapor than
colder air. That is why the humidity is so low in the winter and static
problems arise.  Maximum water vapor that air can hold is about 3% or 9
gr/cubic meter of air at sea level at about 40 deg C.

The way I understand it;

RELATIVE humidity means "relative" to the temperature you are specifying
the humidity level to. Yes, temps of 30+C do not hold as much water as
lower temperatures. That is why it is stated as RELATIVE. So you still
can have 100% humidity even at 40+C, that is, the air at 40C is holding
as much water as it can. It is maxxed out !!

Interesting question, Brian. The answer is probably "Yes, we exaggerate"
most of the time but could also be "It depends" on  occasion. As you
know, military applications have driven much of  standardization based
on their wide ranging needs which stretch to the extremes.  Deep sea
probes, diving equipment, submarines and the like are  few candidates
that come to mind that might have pressure-temperature-moisture issues.
