Frankly, what I was trying to put across is that it is the cultural attitude towards laws that is the big difference, rather than what is written.   What I am effectively trying to say is that if the culture regards avoiding/ignoring the laws, using whatever means, is possible, then it makes the laws irrelevant.

In other words, if the laws are only ignored or managed to be gotten around by manipulation, or paying off the correct inspector, it makes what is written irrelevant, except to show to visiting scholars.
