Paul -
The WEEE directive is included in the EEA agreement, as described by Paul
Chinery, and is as such a part of Norwegian environmental regualtion. The
Norwegian authority with administrative responsibility is SFT (Statens
Forurensningstilsyn or The Norwegian Pollution Control Authority). Within
Norway, SFT will also be responsible for enforcing WEEE.

You can contact them w.r.t. legal details, interpretation of the directive
and exemptions.
Med vennlig hilsen/Best Regards
