I agree that the wording isn't great. I think it's missing the word "made"
i.e.
it should read:
"and if MADE before 1 July 2006 they do not need to comply with RoHS regulations
and can be sold on at any time after this date"

This seems reasonable except being in the US the way the ending of this
sentence is structured seems confusing.

Just because you have a long term contract to supply finished widgets and
even receive payments far in advance, so that your customer owns your
product in the manufacturing stage doesn't mean you can still keep shipping
SnPb products. July1 or 01July is the end date for funny stuff to be done.

It seems like you/yours are going to make your/your customer's case a place
for attorneys, or barristers to make some money off your errors.
