This is not a criticism but I should have known you would reply with your
usual thorough, informative answers.  Scrolling down your list reveals the
complexity of factors that go into plating thickness uniformity.  I believe
I understood Steve's original question, as did you, but I would be surprised
if anyone could answer this adequately on a TechNet post.  And you just know
that along the way he's going to have asked the plating supplier for an
answer too.
