As a user I have always taken this as follows:

1       Electrical test from every node on a net to every other node on the
same  net with an electrical resistance of less than "N Ohms". All nets
tested.

2       Electrical test from every net to every other net with an electrical
resistance of greater than "N MegOhms". All nets tested.

What type 'functional tests' are being asked for on Bare Printed Wiring
Boards?



My thought is electrical test and perhaps structural integrity, and welcome
any and all thoughts on how other shops are handling this requirements.
