Cheryl,

At the CM I work for they use a mirror which is silvered on the top side
(conventional mirrors are silvered on the back to prevent wear).  The
mirror is adhered it to stable piece of aluminum so that is is
perpendicular to the benchtop.  The part to be inspected is held against
the mirror lightly with a esd safe type elastic band (these tend to have
less elasticity than regular rubber bands so you have to chose one or
several to fit your part sizes.

With the part on the mirror it is placed under a microscope at low power
and any leads that do not contact the mirror are quickly revealed.

This only works for low volume of course.  If you do go this route buy a
few extra mirrors as the silver does wear off over time.

I believe we bought the top silvered mirrors from Edmund Scientific.
