Thanks Brian and Colin-

So referencing IPC-4101/24 would be OK? I know we need the right mojo with
the Td's and Tg's... for now am assuming we'll need a Tg higher than /21. I
don't know how to handle the Td (or what I SHOULD spec.) without calling
for a specific vendor's laminate. Am trying to keep it more generic for
now, as it's just a speculative costing...

Bromine is NOT disallowed, only a couple of specific bromine compounds
that are not normally found in laminates. Most FR4 is flameproofed by
tetrabromobisphenol A which is permitted.
