Go to www.microsoft.com. There's a search box in the upper right portion of their page. Perform a search on "visio viewer". This will lead you to links for a couple of free programs that can be used to view Visio files.
FYI - Microsoft has free viewers for some other office products like Power Point and Excel. Their functionality varies, but free is better than paying $$ to view an occaisonal file.
