Yes it will.

The interesting thing that I note is that no-one has commented on this from
a CAF growth standpoint.

For 48 volt internal planes I have been advised that 3 mils drill to copper
is a good bet. If you only had 10 mils at the rout edge to copper on a slide
in card such as an internet switch blade, you would effectively have 10 mils
copper (internal) to ground (on the card guide external).

Telecomms guys on the link what is your dimension for this?

Now the ball is rolling on this topic.   This is what I wanted to hear
on the different guidelines out there besides IPC STD.   I will continue
too solicit thoughts on this topic.   I feel that it is critical and
eventually cause failures on card .

Yes and the conservative Aerospace approach added another .015 for all
uses and routing-out( de-panelizing ) required a .015 profile tolerance
so you ended up with an .040 design keep-out area from edge of PCB to
any conductive edge.

MSFC-STD-154 paragraph 5.1.1.3 - minimum edge clearance of conductors
shall be .010".  Just for trivia.

MIL-STD-275 did call a .050" minimum or the use of a table based on
voltage where inner and outer conductors have different criteria.

Somewhere in the fabrication rules within the IPC specs is a .050"
minimum requirement from all unfinished edges.
This is to prevent exposed copper smears during routing of the PCB.

Rule was a .010" sealed edge distance - I believe this comes from a
defunct MIL Spec - but I cannot recall the document #.  Also - this is
after the processing tolerances of the Fab house - you must add these to
the .010" design rule.
