Vishay/Dale says that their RLR07 series are acceptable substitutes.
Reference their document number 31049 Rev. 20-Jul-01.

Subject: Mil-Spec resistors
I'm trying to stock our engineering lab with some resistors to use for "select at test." Currently our drawings call out the use of RCR07 type resistors. This is an axial leaded carbon film ¼ W resistor. The problem is that the Mil-Spec governing these guys has been cancelled without replacement and I can't find a source. Is anyone out there using an equivalent in a Class 3 environment? Did you have to get approval from the military or is there a blanket approval out there somewhere?
