Hi Kerry,

The best answer is none, no rework! 

A bigger issue is changes to existing assemblies that you've off shored.
We went off shore (Mexico) with a mature product that had no white wire
or dead bugs. It went great until we made some changes. It took quite a
while to get them correctly incorporated. About the time they were good
at doing the rework we made a couple of more changes. It turned out to
be a disaster.

Our experience showed that once you get them set up they will do what
ever you tell them and it should be repeatable. They should be able to
follow your drawings and perform any rework that is WELL documented.
Just don't make any changes!

Hi Technetters,
This is a theorectical question for you deep thinkers ("it depends"
responses allowed).

If I have a board assembly that I want to out source to the far east,
what
is the maximum amount of rework that should be on that board?  ie.
Jumper
wires, etch cuts, piggy back components, deadbugs with jumper wires,
kapton tape, etc.
I am trying to create a document that defines the maximum acceptable
amount of rework an assembly can have on it, and still be outsourced.
My
goal is to have boards respun to bury rework before they are outsourced.
