Jack,
I still disagree. I know I am responsible for what I am willing to
accept to meet my Airworthiness requirements and will handle it. Part of
the problem is semantics. Rework and repair get mixed, especially when
someone uses the term standard repair, they really mean rework that has
been previously blessed and no longer needs a MRB activity to allow it's
use. 
This could only be granted to rework methods( original IPC-7711 ) that
met the acceptance criteria of J-STD-001 and IPC-A-610. Repair methods
in IPC-7721 would be accomplished on non-conforming material and would
require some type of MRB activity to establish the acceptability or
compliance of the original non-conformance.
The standard complaint I get, is how do I know what I can do or not do.
The way it is know is not clear.

Thanks for your comments Dewey and Richard.

Nearly all industry standards are built in sections. J-STD-001 and
IPC-A-610 have separate criteria for soldering to terminals,
through-hole and SMT. It isn't applicable to apply the criteria for one
kind of connection to another connection. This even carries foreward to
differences in criteria for "ribbon" gull-wing leads and
"flattened/coined" gull-wing leads.

The sections within IPC-7711A/7721A are clearly labeled in the Table of
Contents and on each procedure. IPC-7711A/7721A is published in a
three-ring binder so that users can remove procedures that are not
applicable/permitted for their product. They can add company-unique
procedures. Redundant content that was in both documents (all
front-matter, conformal coating removal) was eliminated. 

The IPC Rework/Repair Subcommittee 7-34 will be meeting in Madison
(Huntsville) AL June 22-23 to begin a major review. They will be looking
for any possible additional content to help users with lead free
rework/repair issues. Additionally, because nearly every repair is
unique and can't be directly associated with any published acceptance
criteria, the committee will be working to expand the "Assessment"
sections for each Section 3 (7721) Repair/Modification procedure.

Anyone is invited/encouraged to provide constructive input that will
make this document better for industry. Of course, you are welcome to
participate in the meeting as well.

Agreed. Many customers look favorably on rework methods called out in
7711, but do not want to allow "generalized" repairs specified in 7721,
and have the difficulty of not being able to allow the one without the
other because the document is combined. Many companies have their own
repair procedures that specify a particular epoxy, wire or other
materials/methods, such as low-outgassing materials for space use.

This is one area where I disagree with the IPC approach. IPC 7711 and
IPC 7721 should have never been put together. There was an expectation
that things that were done in 7711 would meet acceptance criteria
established in J-STD-001 and 610 for class 3. 7721 reflects
methodologies that exist, but are not necessarily compliant with
anything, unless you say so in your own documentation.

In a nutshell here is where i need some help:

we call out and enforce J-STD-001, Class 3 on our assembly drawings.
Very often we do repair/rework on these assemblies and we do not seem to
have a clear link between IPC 7711 and IPC 7721 wherein the how-to's and
what to control are listed and J-STD-001, Class3. The only words that
address repair/rework in
J-STD-001 have to do with the acceptance criteria for such operations.

Ques:

1. I am reading this correctly?
2. How do i ensure that the repair and rework procedures and the skill
sets are adequate? do I need to explicitly state in on the drawing the
need for repair and rework per IPC 771 and IPC 7721?

3. If i do not state that then is the compliance to
J-std-001 violated?
