Should help = mitigate = not eliminate. Mitigate is the buzzword
used now when working with the Tin Whisker problem. It seems that
Acrylic CC will balloon under a whisker prior to being punctured. If the
whisker is short it will not penetrate it; or if the whisker changes
directions it may stay under the acrylic better than other coatings.
Whisker through coating will not touch another lead. They will touch
another whisker, if it is in the same immediate area. "Matte annealed"
Tin is another way to mitigate. It seems that is the metal finish of
choice from many part manufacturers nowadays, which is in their own
interest.

Properly applied conformal coating should help some as long as 100% of
metal
(tin) surfaces are covered with sufficient thickness.
