Allen's comment touches on one of my main concerns with the switch to LF
solders. There seems to be some illusion that the replacement metals are
non-toxic or more recyclable.  The products in the news which draws all
the headlines and have the vast majority of lead in them are CRTs. This
use of lead is exempted from RoHS.

Clearly the replacement metals are still toxic. Worse, it seems to me
that recovery rates from trying to recycle base metals from a myriad of
alloys with three, four or more metals will be much lower and more
difficult than a simple binary alloy with a long history of recycling.

More energy will be needed for processing with lower yields. More energy
equals more pollution. Higher processing temperatures of the materials
means more breakdown products, like dioxins.

The electronic recycling business is not exactly a self-sufficient
economic powerhouse.  WEEE will help to increase their base raw material
supply, however I fear that like any market with an oversupply,
efficiencies will go down and cherry picking will occur.  Inefficiencies
equals more waste.  More waste, more pollution.

In my opinion, a much better solution would have been to pass WEEE to
help develop the recycling industry, but modify RoHS to some sort of
"toxic tax" which could generate money be used to subsidize the
electronics recycling industry.

This would have far less disruption in the current market, more quickly
and efficiently help the recycling industry develop technologies to
efficiently AND SAFELY recycle electronics and spurred and encouraged
innovation by companies who could take advantage of the opportunity to
reduce their costs by reducing their toxics.

John,

I don't pretend to be an environmental expert but if you read the WEEE
Directive you will see that the objective of the RoHS Directive is to
remove
hazardous substances in order to enable the management of the recycling
and
recovery of Waste Electrical and Electronic Equipment, one of the most
rapidly increasing waste streams. This will have a positive impact on
all of
the environmental areas you quote as being impacted by change-over to
lead-free solder.

Regarding the reliability issue, the use of lead in solder in
applications
where reliability has been identified is an issue is either exempt or is
currently the subject of a request for exemption. I understand that
these
exemptions will remain in place until there is evidence that the
alternatives are reliable.

For all of those people out there who cannot understand WHY we are
removing the lead in solders I have put up a web site as both a
discussion as well as an informational forum.

It makes some points and provides a feedback vehicle for those among us
who feel that it was not necessary and actually may be environmentally
detrimental.
