Thanks, Dave, other than a question from someone else, you are the only
other one to respond.  However, my original question still stands: can
100% lead be considered a high lead solder to claim the exemption?
Obviously if it is not being used as a solder, I can see the answer
being no, but in the case I have stated...

Bev, I have no idea what you are working on.
 Those guys/gals at RIM are tricky people.

YET soldering isn't a key word to any EU Directive.
The application, or product, and customer is important.

If it falls under an EU directive, Lead (Pb) is a restricted material
with
as you noted certain exemptions and yahdah, yahdah.
