I suspect much confusion in this discussion is coming from the fact that
we are not identifying which side of the foil we are talking about.

I believe that, at least at one time,  both sides had  chromate  (Cr +6)
conversion coatings...  it is quite true that  the top side, away from
the  laminate,  gets  washed clean of  any/all  chromates, and thus is
compliant.

However, I suspect strongly that the side of the foil that is attached
to the laminate has a high loading of chromate, and it is not removed by
any processing the panel goes through.   We could get into discussion of
whether this chromate ever gets into the environment, but frankly,
sadly, it would not matter, this is a legal/political issue, and the
real world has no bearing on the issue.

Also, there is a colorimetric indicator, which is highly sensitive,
which will indicate presence of Cr +6 (ONLY!).   I can find the name, if
anyone is interested.
