Good point Brian,

As I read the act, you can ship as much lead and other stuff into Europe
in component form as you want to - no restrictions, but you must not
assemble it into a piece of electronics and sell it to an end user.

Afterthought. Laminate itself does not fall into RoHS/WEEE until it is
