It likely does not generate over 2,000 volts, but it would be best to measure
using a static field meter. The rule is per ANSI/ESD S20.20 section 6.2.3.2.
Protected Areas Guidance "All process essential insulators that have
electrostatic fields that exceed 2,000 volts should be kept at a minimum
distance of 12 inches from ESDS items."

ESD Handbook TR20.20 Table 1 lists under Typical Static Electricity Sources
"Brushes (camel/pig hair and synthetic bristles)."

ESD Handbook TR 20.20 paragraph 2.4 "It should be understood that any object,
item, material or person could be a source of static electricity in the work
environment. Removal of unnecessary nonconductors, replacing nonconductive
materials with dissipative or conductive materials and grounding all conductors
are the principle methods of controlling static electricity in the workplace,
regardless of the activity."

There are conductive brushes [I don't know if suitable for painting] that
minimize static charge generation and dissipate ESD charges to ground when held
by grounded personnel.

Depends:
Really.
One of the base requirements for setting up cost effective ESD control has
to be knowledge of the sensitivity of the parts within the scope of the
control system.
Your little paint brush is not going to generate much voltage or hold much
of a charge. But, very sensitive parts could be damaged.
Most likely you have nothing to worry about. But, you know, Murphy is always
lurking around.

OK, I have not asked a stupid question all day, so I am due.

We do a fair amount of conformal coating by hand, using artist brushes.
Would you consider paintbrushes with soft nylon bristles to be ESD hazards
and if so, why?
