Depends:
Really.
One of the base requirements for setting up cost effective ESD control has
to be knowledge of the sensitivity of the parts within the scope of the
control system.
Your little paint brush is not going to generate much voltage or hold much
of a charge. But, very sensitive parts could be damaged.
Most likely you have nothing to worry about. But, you know, Murphy is always
lurking around.

Subject: [TN] ESD and paintbrushes

OK, I have not asked a stupid question all day, so I am due.

We do a fair amount of conformal coating by hand, using artist brushes.
Would you consider paintbrushes with soft nylon bristles to be ESD hazards
and if so, why?
