I have heard that there can be some outgassing from the bags, but at the
assembly level the soldering is already finished, so only the unused
holes/pads that are unsoldered can be affected. Usually they may tarnish
somewhat either from the bag or other chemicals in the air, as noted in
previous postings in the last two or three days. Unsoldered silver can
tarnish from chlorines, sulpher from exhaust byproducts from vehicles or
power plants, and many other things. However, this tarnish is not
usually a cause of compromised electrical integrity; it does not lead to
failure. 
On the other hand, PWBs (unassembled and unsoldered fabricated boards)
probably should not be stored in ESD bags, as I have heard that they can
outgas and affect the solderability. 
The board vendors should be able to give us more information on this
topic.
