Dan,

"Electronics installed by the OEM" - Did you mean any electronics
installed by the car manufacturer come with the car purchased?  If the
audio and/or video equipment purchased and installed in the car after
the car purchase is not covered by ELV Directive but RoHS Directive?

Scott, 
Electronics installed by the OEM would be covered under the ELV which is
already in effect.

After market electronic products would not be covered under ELV and are
thus covered under WEEE/RoHS.

Your question on the future probably relates to lead free soldering.
The ELV bans or restricts lead in many instances, but does currently
allow its use in soldering electronic connections subject to location
and quantity declarations by the car Manufacturer.

I have learnt that audio/video products used in vehicle are outside RoHS
Directive and fall into ELV that will be implemented in the future.  Is
it really true?  Is there any forum to focus on ELV?
