I've read through this and still can't find what those 5 exemptions are.
Can anyone summarize this in layman terms?

7. Title: Draft Commission Decision amending, for the purposes of
adapting to the technical progress, the Annex to Directive 2002/95/EC of
the European Parliament and of the Council as regards exemptions for
applications of lead
8. Description of content: Addition of 5 exemptions in the Annex to
Directive 2002/95/EC relating to lead applications.
9. Objective and rationale: Amendment done pursuant to Article 5(1) (b)
of Directive 2002/95/EC. Urgency due to the entry into force of the
substance ban on 1 July 2006

the use of certain hazardous substances in electrical and electronic

of establishing the maximum concentration values for certain hazardous
substances in electrical and electronic equipment.
