Two questions:

Scenario #1 -  You have a cell phone belt clip attached to a cell phone.
That cell phone & clip was shipped into the EU in the same box, as a
complete set.  That cell phone shows up at a WEEE recycling center with
the clip attached.  Did RoHS regulations apply to the original cell
phone belt clip?  Do WEEE regulations come into effect covering that
belt clip? 

Scenario #2 - That same cell phone has an after market face plate
attached to it.  It shows up at a WEEE recycling facility.  Does this
after market face plate need to be RoHS compliant and be covered by
WEEE?
