I am not sure what the surface energy is referring to, but what is
important to most users if the Dielectric Withstanding Voltage.
IPC-SM-840C requires a 500 VDC minimum DWV performance on the finished
product.  Based on your specific materials performance characteristics,
the minimum required thickness can be determined.  

IPC-SM-840 is a basic guideline for the soldermask suppliers and some
basic testing guidelines for the user.  We also use Telcordia (BellCore)
TA-NWT-000078 which has some specific qualification and testing
requirements for SIR, etc.

I would be very keen to find out from both board manufacturer and end

perspectives what standards (national/international or otherwise) that
you
follow to control the quality of solder resist coated boards.
IPC SM840 relates to solder resists but would not look at the surface
energy
of the resist coating ? Does anyone specify a minimum or maximum value
or
range for QA purposes ?
