The IPC-HDBK-001 has what you are looking for. I am not aware of one for
IPC-A-610, though there is an IPC-HDBK-610.

I have posed this question to the folks at IPC and have not gotten a
response, so I am asking my friends on the forum.
Is there a summary of the changes that brought IPC-610C to revision D,
and likewise for J-STD-001C to D?
Why do they never release this summary of changes at the same time they
release the new revision?
If they do, I was not able to find it within ipc.org.
