Hi Richard,
You need to realize, that IPC documents are produced by committees of 
industry volunteers--their, and their companies', time is precious. They, having been 
involved in the process, have an understanding of the changes and the needs 
for them. IPC staff is stretched too thin.———So, are you really surprised no 
summary of changes are generated.
