As per our customer new requirement, we have to lock heatsink
permanently.

The problem is we are using washer shoulder from plastic material
between screw and hex nut to secure the heatsink. Even we have locked
the hex nut using thread lock (loctite) it doesn't eliminate the slip
when the screw is turning counterclockwise. Below is the figure for
better understanding

We are thinking to apply bonding thermal conductive adhesive but not
sure for the suitable one. Appreciate for any suggestion to solve this
problem.
