Jon,

The hole size mechanics shown in the tables are intended to provide
sufficient room for successful solder wicking at the extremes of hole
variation. My experience has shown that some insertion machine
manufacturers specify larger hole sizes so that they can hit the
insertion cycle times that they advertise for their machines. In
practice, most machines can hit the insertion cycle times with smaller
holes than recommended. In other words, the recommended holes are "safe"
  holes that meet the advertised cycle times.
