Hi Dave,
You actually missed things.
The EU directive very effectively divided [remember: divide and conquer] the
industry by granting meaningless [that fact that they are meaningless did not
get realized until too late, of course] exemptions to parts of the industry.
The industry associations did not do well by the industry they represent [I
still remember the slogan for the IPC conference in Minneapolis: "Get the Lead
Out!"--not even a question mark anywhere].
And of course, the consortia and universities loved it, because all they
could see was $-signs--lots of grant money.
