There really are some questionable results here. See the actual report,
which can be had at http://static.globalsources.com/SITE/PDF/ROHS.PDF .

The first two segments of the "STATE OF COMPLIANCE AND IMPACT ON PRICES BY
PRODUCT LINE" part of the report cover batteries and car electronics,
neither of which is within the scope of RoHS, yet obviously they've gotten
some responses from companies that say "we are compliant" or "we will be
compliant"!

They also mix ODMs with subassembly and component manufacturers in the
aggregated result which muddies the water.

One has to take in to account that Global Sources business is to hook up
buyers and sellers, so they are trying to also sell these particular
manufacturers' products/capabilities. Thus it is most likely not an
objective report that is representative of the general population of Far
East manufacturers.
