Ralph: Water soluble masks are typically used in the wavesolder
operation to mask areas on the PCB from picking up solder. It is a water
soluble polymer that can removed in the post solder water wash process. 

Depending on whether it's being applied to a loaded or unloaded board.
It is normally applied as a liquid by dispensing manual or automatic,
and/or screening. It is also available in tape form.  The material is
allowed to dry/cure. Then the boards can be wavesoldered.

We have used these types of products for many years from a variety of
suppliers, Techform, Techspray, Chemtronics, Alpha Metals, etc. 

When selecting a material you want to make sure you qualify it for
compatibility with both your soldering and wash process.
