If the pad is, as Ramon says it is, then I'd say no problem. If it was
cut away without disturbing the hole plating or knee I'd say no problem.
In these situations I always give it the "flight test". After evaluating
it thoroughly would you fly on an airplane with this part in a critical
component? Would you take you wife and kids with you? If so Ship It!

If you were to rework it would it still pass the "flight test"? I'd
rather fly on it with out touching it.

    This problem originated at photolithography. That part of the pad
was not protected during copper etching. Unless it is absolutely
required by the customer, it should not be repaired. Though the repair
is not a big deal, there is not much to gain from doing the repair as
far as joint strength.
