Yes, I agree, you took the words right out of my mouth.  We use the XRF
method here at Honeywell to test lead content and we have our own equipment.
It takes about an hour per part to do the test and write the reports.  Our
middle-of-the-road machine cost about $50K.  We do a lot of parts and it is
becoming more routine since discovery of several expensive "escapes".
Finding a pure tin component finish after-the-fact became a nightmare!

There are several methods of covering this, but the most efficient method is
XRF. You can also avoid the cost of purchasing an XRF machine by simply
outsourcing this function to one of several materials analysis labs who
perform this analysis on a regular basis. A sample of the parts are
dropshipped to the lab, and they can perform the analysis and provide
certification to you at a very reasonable cost. You would need to perform
the cost/benefit/ROI breakdown in order to make a decision on the best
method for your business.
Quite often the component vendors will provide you this certificate for a
small additional cost per part. This is the cheapest method if it is
available, as the test represents the largest lot.

Happy New Year to all you folks.  Since I did not win the Million $ PA New
Year's day lottery, I need to continue working.  Hence the following work
related item is addressed herein and I would appreciate any help on
resolving it..

Does anyone have information on a test method/test equipment that an OEM can
use to verify, during receiving inspection, that tin-lead plated component
leads contain the required minimum % of lead.  For example, most mil-specs
for tin-lead plated component leads require that the Pb content be a minimum
of 3%.  What testing can the OEM do do determine this either on a lot sample
basis, or otherwise on a 100% component basis, and what are the costs
involved for the test equipment and for
